ok - first thing...very first thing you need to do is get in the phone with this guy http://www.turborepair.com/ and tell him what you're HP goal is...seriously...and he'll map you out a Turbo that's capable of pushing the CFM you're going to need.
Your are going to be required to spend MONEY. More than you know by the time you're done.
You do have mechanical experience, right? If not, you better be loaded or have a pocket full of credit cards.
SVO James is right! 240-260HP will smoke the street competition if you are a good driver. I am currently driving a 285HP 86 SVO and it is great for the street. It takes most people I come up to and they are sooooo... pissed where I let them catch up and I throw up 4 fingers and point at the hood. They usually won't believe me but who cares, they got smoked!
On a side note, I am building a new 2.5L stroker motor and putting all the goodies (and cash) to build the whoop *ss +400HP motor. I have done a ton of studying and spent a lot of time on the phone with many people. It is possible, but it takes cash, time and skill. The first thing I am doing is protecting myself and thermal coating the entire motor (all parts!). Jerry at www.sun-enginering.com is helping me out in that department.
One thing that is good to know is you will give up streetablitiy and bottom end to achieve the real high number. It has been said many times and is very true, "A 300HP car will beat a 600HP car on the street." This is because you can not maintain high RPMs to maintain high horsepower.
The +400HP motor is going into a track car so I can care less about the street, but if you want to be able to run your car on the street and have it do so reasonably well, I would not recommend breaking 300HP. The head and cam you need to build the high numbers will suck every time you try to take off from the stop light unless you are holding the RPMs at 3200!
Good luck and let us know how it all turns out.
Brian
PS. If you want more power, build a 300HP motor, thermal coat it and run nitrous!
