I know this is dummy question. But where does it hook up? How do I adjust it. The handle pulls up as if it were'nt hooked up. I just bought the car. Thanks.

Park break won't engage

Apparently it is a relatively common problem. The cables going to the calipers are probably siezed. You _can_ try to free them up by pulling them and running some lubricant down the cable to hopefully free them up, but you will probably just wear yourself out and still have to go buy new cables. Just go get new cables (available from most autoparts stores) and work on the OEMs later.
Just MHO, though.

Different solution
I know this won't be the clearest answer possible. Hope I don't confuse you more than help. I was having the same problems with my SVO. It turns out that a bolt that the handle pivoted on down under the center console had been wearing away the back side of its hole to the point that I could not adjust enough of the slack out of the parking break cables to get them to engage. I used a whole different parking brake handle assembly from a junk yard car to fix the problem. I don't imagine in my situation though that a new set of cables would have fixed the problem.
