I was thinking there is 2 against the back -- and 1 that goes in the bottom of the tray

        A couple of possibilties...

I'm not sure but you may be able to get to the backside from underneath the frame rail? If not you may be able to grind off the top / screw head. I have a carbide tip in my collection that is a cylinder with flutes / teeth around the sides that extend all the way around the bottom. You may be able to find one like it in Home Depot or someplace like that. You would have to keep the speed down so it wouldn't eat up the tray sides / walls. It may take a while. Or... If you can find an extremely small hole saw you may be able to bore down around the screw. The tray is a fairly light weight fiberglass composite. To re-attach the tray you could go with the same size screw with a larger washer(s).

Another way to get the tray loose from the corroded bottom bolt is just to drill out the head. Once the tray is off, you can then get on the remainder of the bolt with vice grips and unscrew it.
