oil,oil everywhere

hey guys. i have a friend who rebuilt the engine in his 84. now it is blows oil all over. the pcv is new and is working properly the line from the breather to the turbo is hooked up and working. the compression is 150# across the board. the oil pump is a standard ford pump. i guess that it blows oil out of the valve cover gasket even. the only places it doesnt come out is the front and rear seals and the pan gasket. however it will start there if he doesnt fix the problem.
help please.
