Front headlights, facia, and header pnl

On my 84, the inner marker lights are still intact & sealed but are un-attached to the front facia. I can somewhat "pop" them back in but then they just pop back out. Its as if the front facia is sagging, which could be entirely true seeing as how i know the header panel has cracked and is no longer supporting the front in a few places. My 86 is not afflicted with the same problem, but it does not have a cracked header panel either.

Any others have this problem? Aside of obtaining a non-broken/new header panel, are there any other options?

If all the peices of the header panel are still there - I've seen people use a fiberglass/epoxy type filler to repair a header panel before.
