Marco, Sounds like you have a couple of projects lined up. If the car pulls to one side when you hit the brakes, it is possible one of the caliper pistons is sticking and not applying pressure to the rotor. If it pulls left, check the right caliper and visa versa.
As for the steering sticking, could be a bad rag joint, low fluid, a bad rack, a bad pump or a bad rack & pump. First, check your rag joint to see if it is in one piece. If not, go to your local auto parts store and get a replacement from the Help section. Next, make sure your fluid level is ok. If it is, then jack up the front of the car to get the weight off the wheels. Then turn the steering wheel through its movement with the engine off. If you have stiff, but smooth movement, then the rack's internals are probably good. That would narrow it down to the rack's internal fluid seals or the pump. That is about as far as I can take you in diagnosing a streering issue. Hopefully someone else can chime in. Good luck.
