Is that for the spare tire access? I guess if there was a braided flex section either in front or rear of the cat that would work? Or you could use it as a leaf-blower?

Looks more like a bungee cord to me. Probably broke on his way home. I've used various things in the past to hold up my exhaust or what was left of it when it came apart.
