Solved!
As it torns out the valve on the low pressure hose from my manifold gauges was shot. It wasn't letting anything vacuum out or flow in. So I grabbed the crappy backup set I have and vacuumed it for about 30 minutes them filled it right up. The cycle switch was way off. Even with the entire 24oz's of R134 in it cycled off and on until I turned it a quarter turn counter clockwise. Then it would cycle off above 2500 rpms leading to another quarter turn. Now it's 36* at idle. WooHoo!
