I ended up purchasing a new leak down tester which was capable of applying 100psi as the right hand gauge on the harbor freight leak down tester is only a 15 psi gauge. The results were better. Not the best however I am thinking a rebuild is not necessary. From what I understand for best results the motor should be warmed up before a leak down test and we performed the test on a cold motor as it does not run at the moment. 1-6%, 2-14%,3-14%,4-6%. Most of the loss could be heard coming up the oil drain holes in the head.
As for the oil loss out of the cam cover the cam cover was changed to the later (I think 86 incorporated a breather) with a breather which then goes out to a catch can. The other hose on the catch can goes to the cold side of the turbo.
