Is this repairable?

The bumper cover on my car has a ding (gash whatever)
and with the car I received a 2nd cover with some burnt areas on the other side can I transplant the good area from one to the bad ares on the other
I have heard it can be plastic welded
Is this possible?

As it was explained to me, body shops use a heat gun to make the urethane pliable enough to pop that dimple back into place and then use bumper weld to fix the tears. It doesn't appear that any material is missing. You may consider removing the bumper assembly and taking it to a local body shop to see what they say.
