    From the EVTM:

Check fuse #5 by operating the backup lights. (shares the same circuit)
Replace Turn Signal Flasher (round, barrel looking thingie in the fuse panel)
Check voltage of Turn Signal Flasher P/OH wire Between fuse 5 and flasher)
Check voltage at C211 LB wire (6 wire terminal to turn signal lever)
Replace turn signal lever (you already have)

Now, this is from the '85 EVTM, so I am thinking it is the same. If someone else can chime in with a difference, then cool.

yes all the lights on the outside of the car work hazards turn signals but the lights in the guage cluster don't work for the turn signals or the hazards

Look for a busted off ear on the socket that holds the bulb. It may not be making contact with the ribbon strip.

            Huh?

You got to them once already. Per your first post, "oh and i took a look at the lights in the cluster the filaments are intact any idea's on what it could be ?".

The bulbs mount (push in) to the socket, so per the above statement, you had the part out once already.

To remove the speedo cable, you pinch and twist the white housing of the cable end. No tools required.

No you don't have to remove the cluster.
